History

The Karelian Branch of  the North-West Academy of Public Administration was organised in Petrozavodsk in 1995 by the joint solution of the Government of the Republic of Karelia  (Administrative Regulation of the Chairman of the Government of the Republic of Karelia dated February 9, 1995)  and  the North-West Academy of Public Administration in Saint-Petersburg (Order 272-k of the Rector of the Academy dated June 9, 1995).

The license of the Ministry of Education of the Russian Federation was obtained on February 25, 2003. The registration number which allows to conduct training in the sphere of higher and additional professional education is 0514.

The decision of State Inspection on certification of Russian educational institutions under the Ministry of Education of the Russian Federation is called «On the Certification of the Karelian Branch of the North-West Academy of Public Administration (Petrozavodsk) dated August 25, 2003.

The educational activities are conducted on the basis of the Charter of the North-West Academy of Public Administration, the Decision on the Karelian Branch of the North-West Academy of Public Administration, and state educational standards of professions. Educational activities are implemented in accordance with the requirements of the Legislation of the Russian Federation for higher professional education.

The Karelian Branch of the North-West Academy of Public Administration is guided by decisions of the Scientific Council of the North-West Academy of Public Administration.

Within the years of 1998 and 2006, the most important decisions on the organisation of the educational process were made by the Scientific-Methodological Council. The Council decided the issues of content and quality of the educational process, information, methodology and staff supply, and issues of scientific work.

The Council of the Karelian Branch of the North-West Academy was organized by the Order of the Rector of the North-West Academy in 2006. The Council is a collective body managing the educational institution.

In 2005, the Karelian Branch was included in the list of educational institutions of Russia which form the System of staff training, support and supervision of the organs of local self-government. This system was organized by the Ministry of the Regional Development of the Russian Federation.
